شناسایی و رتبه‌بندی موانع پیاده‌سازی سطل‌های زباله هوشمند با استفاده از روش دلفی فازی و بهترین – بدترین

چکیده

رشد سریع شهرنشینی و افزایش تولید پسماند، ضرورت استفاده از راهکارهای نوین مدیریت پسماند از جمله سطل‌های زباله هوشمند را دوچندان کرده است. با این حال، اجرای این فناوری‌ها با موانع مختلفی روبه‌رو است که شناسایی و اولویت‌بندی آن‌ها برای تصمیم‌گیران شهری ضروری است. هدف این تحقیق، شناسایی و رتبه‌بندی موانع پیاده‌سازی سطل‌های زباله هوشمند در ایران است. ابتدا با مرور منابع نظری، ۲۵ مانع اولیه استخراج شد. سپس با استفاده از روش دلفی فازی و نظر ۱۵ نفر از خبرگان حوزه مدیریت پسماند، فهرست موانع به ۱۵ شاخص نهایی کاهش یافت. در مرحله بعد، برای رتبه‌بندی شاخص‌ها از روش تصمیم‌گیری چندمعیاره بهترین–بدترین (BWM) استفاده شد. یافته‌ها نشان داد که موانع اقتصادی و سیاسی با وزن 0.404 مهم‌ترین مانع محسوب می‌شوند. پس از آن، موانع فناوری (0.207) و موانع قانونی–اداری (0.196) در رتبه‌های دوم و سوم قرار گرفتند. نتایج این تحقیق می‌تواند به عنوان مبنایی برای سیاست‌گذاران شهری جهت طراحی راهبردهایی در راستای رفع موانع، و تسهیل پیاده‌سازی فناوری‌های هوشمند در مدیریت پسماند شهری مورد استفاده قرار گیرد.

Identification and Prioritization of Barriers to Implementing Smart Trash Bins Using Fuzzy Delphi and Best–Worst Method

The rapid growth of urbanization and increasing waste generation have highlighted the necessity of adopting innovative waste management solutions, such as smart trash bins. However, the implementation of such technologies faces various challenges that must be identified and prioritized to support effective urban policy-making. This study aims to identify and prioritize the barriers to implementing smart trash bins in Iran. Initially, 25 barriers were extracted through a comprehensive literature review. These were then refined to 15 key indicators using the fuzzy Delphi method, based on the input of 15 experts in the field of waste management. In the next step, the Best–Worst Method (BWM), a multi-criteria decision-making approach, was employed to prioritize the barriers. The findings showed that economic and political barriers are the most critical, with a weight of 0.404. Technological (0.207) and legal–administrative (0.196) barriers ranked second and third, respectively. The results of this study provide a practical basis for urban policymakers to design targeted strategies to overcome implementation challenges and facilitate the successful adoption of smart technologies in urban waste management systems.
